Cuomo 1st executed a free eviction moratorium back in March before solidifying it under a law called the Tenant Safe Harbor Act handed more than the summer. 

The moratorium shields tenants who are not able to pay out lease thanks to economical hardship as a result of the pandemic from being kicked out of their houses. 

He expanded protections in Oct to include things like commercial tenants, eliciting criticism from landlords who say they also need some sort of assistance from the govt to get by.
